At the turn of the century, bunkers of this type were constructed to protect from intrusion of ships into the Straight of Juan de Fuca, and the Puget Sound.

I would assume that, like other bunkers of this type (such as Fort Casey on Whidbey Island, and Fort Ward on Bainbridge Island), Fort Flagler had enormous retractable cannon.

The forts were not visible to enemy ships. The cannon could shoot, then retract down and out of sight to be reloaded.
